(A) When required by the district, each industrial user shall install a suitable measuring device. Each industrial user required by the district to install and maintain sewage monitoring facilities, shall submit to the city a monthly report of daily flow on a form approved by the district. This report shall be used for billing purposes and shall be submitted prior to the fifteenth day of the subsequent month.
(B) The district shall have the right to periodically or continuously inspect the monitoring facilities to measure the industrial user’s flow. In the event of any discrepancy between the flows determined by the district and the industrial user, the values determined by the district shall be used for billing purposes.
