The Hammond Sanitary District shall institute an administrative procedure for dealing with persons financially unable to pay user charges because of old age, poverty or other criteria as may be determined by the Sanitary District and it shall provide appropriate relief to the individuals found to be financially unable to pay the user fees. The relief may take the form of total or partial abatement of the user’s fees or such other relief as the Sanitary District determines.
