A significant industrial user must comply with all provisions of this subchapter applicable to industrial users and in addition, as a condition precedent to using or continuing to use the sewage works, must sign a letter of intent with the sanitary district to pay that portion of the grant amount applicable to the treatment of its wastes. Each letter shall also include a statement of the intended period of use of the treatment works.
