§ 51.139 MEASUREMENT OF STRENGTH AND VOLUME.
   (A)   When required by the district, a user shall install suitable measuring, sampling and analyzing devices. The district may not require installation of these devices where the district determines that the user has concentrations of COD, TKN and TSS (total suspended solids) not greater than the concentration of the constituents in the general municipal flow and a satisfactory method and access exist for sampling and determining the total daily sewage flow.
   (B)   Each user required by the district to install and maintain sewer monitoring facilities, shall submit to the district a monthly report of daily flow, COD, TSS and TKN on a form approved by the district. This report shall be used for billing purposes and shall be submitted prior to the tenth day of the subsequent month.
   (C)   The district shall have the right to periodically or continuously inspect the monitoring facilities, to measure, sample and analyze the user’s flow and to analyze the samples obtained by the user. In the event of any discrepancy between the flows or loads determined by the district and the user, the values determined by the district shall be used for billing purposes.
