§ 51.138 CALCULATION OF CHARGES.
   (A)   In order that domestic users of sewage services not be assessed a sewer user charge for water used in the sprinkling of lawns from April 1 through September 30, the billing for treatment plant sewage service for domestic users shall be as follows:
      (1)   The summer discount period is designated to be from April 1 through September 30. The non-discount water use period shall be October 1 through March 31.
      (2)   Prior to billing domestic customers for treatment plant sewage service charges incurred during the discount period, the sanitary district shall calculate the domestic customer’s average daily charge incurred during the preceding non-discount period. In the event the domestic user’s average daily discount period charge exceeds the average daily non-discount period charge, the domestic customer shall be billed a user charge equivalent to the non-discount period average daily charge.
      (3)   In the event the billed average water consumption for the preceding non-discount period is greater than the actual average water consumption during the discount period, then the billing for sewage service shall be based on the actual water usage during the discount period.
      (4)   The foregoing discount shall not apply to any premises which are partially or wholly used for industrial or commercial purposes. In the event a portion of the premises shall be used for commercial or industrial purposes, the owner shall have the privilege of separating the water service so that the domestic portion of the premises is served through a separate meter, and in that case, the water usage as registered by the water meter serving that portion of the premises used for domestic purposes would qualify for treatment under the discount rate.
   (B)   The surcharge for industrial customers shall be as follows:
      (1)   Commencing 2006, industrial surcharge:
         (a)   $0.12 per pound of COD;
         (b)   $0.16 per pound of total suspended solids;
         (c)   $0.70 per pound of TKN.
      (2)   Commencing 2007:
         (a)   $0.13 per pound of COD;
         (b)   $0.17 per pound of total suspended solids;
         (c)   $0.72 per pound of TKN.
   (3)   Commencing 2008:
         (a)   $0.14 per pound of COD;
         (b)   $0.18 per pound of total suspended solids;
         (c)   $0.74 per pound of TKN.
