(A) The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times, at no expense to the district or city.
(B) The type, capacity, location and layout of a private sewage disposal system shall comply with all requirements of the state Board of Health, the city and the city sanitary district. The private sewage disposal system shall conform in all manners and respects to the State Board of Health Bulletin SE13-1970 known as “Planning Guide for Private Water Supply and Sewage Disposal for Small Public, Commercial and Place of Employment Buildings Minimum Requirements”. No septic tank shall be permitted to discharge to any natural outlet or stream.
