(A) Contributors shall apply for a discharge permit for the proposed discharge on a form provided by the District and prepared in accordance with § 51.065. It is the purpose of charges and fees to provide for the recovery of costs from users of the POTW for the implementation of the program established in this chapter. The applicable charges or fees shall be established by amendment of this chapter.
(B) The POTW shall propose charges and fees which will include:
(1) Fees for the cost of monitoring, inspections, and surveillance procedures;
(2) Fees for the cost of reviewing accidental discharge procedures and construction;
(3) Fees for permit application; and
(4) Surcharges for increased operating costs of treating a discharge.
(C) These fees relate to the matters covered by this chapter and are separate from all other fees chargeable by the POTW.
