Wastewater discharge permits issued to a specific user are for a specific operation. A wastewater discharge permit shall not be reassigned or transferred or sold to a new owner, new user, different premises or a new or changed operation without the approval of the POTW, which approval shall not be unreasonably withheld and shall act upon the request within 30 calendar days. Any succeeding owner or user shall comply with the terms and conditions of a new permit.
