The roll call of members of the Common Council shall at all times and for all purposes be called in the following order: the Council members elected by districts shall be called in numerical order of their districts and shall be called after the at-large Council members, and the at-large Council members shall be called in the alphabetical order of their names except that the presiding officer of the Council shall be called last.
