It shall be unlawful to discharge within the sanitary district, or in any area under the jurisdiction of that district, any sewage or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this subchapter or in accordance with a permit issued under the provisions of the National Pollution Elimination Discharge System (NPDES) or other permits issued by either an agency of the state or the United States Environmental Protection Agency.
