§ 30.22 SPECIAL AND EMERGENCY MEETINGS.
   (A)   Special meetings. The President of the Common Council shall call special meetings of the Council upon the written request of any 5 members, or whenever, in his or her opinion, the public business may require it. Special meetings are to be called by summons or notice in writing, signed by the President of the Common Council and served by reading or by copy on all the members of the Council.
   (B)   Emergency meetings. The President of the Common Council or the Mayor may call an emergency meeting of the Council when either or each of them deems an emergency exists by reason of an act of providence, war, flood, riot, insurrection, fire or any other emergency that is not an ordinary accepted regular practice or course of city business as the rules have already specified.
