(A) Evaluations will be made at least once every two years to determine whether industrial users need a plan to control slug discharges as defined under Title 40 C.F.R. § 403.5(b).
(B) If the District decides that such a plan is needed, the plan shall contain at least the following elements:
(1) Description of discharge practices, including nonroutine batch discharges;
(2) Description of stored chemicals;
(3) Procedures for promptly notifying the District of plug discharges, including any discharge that would violate a specific prohibition under Title 40 C.F.R. § 403.5(b), with procedures for follow-up written notification within 5 days;
(4) If necessary, procedures to prevent adverse impact from accidental spills, including inspection and maintenance of storage areas, handling and transfer of materials, loading and unloading operations, control of plant site run-off, worker training, building of containment structures or equipment, measures for containing toxic organic pollutants (including solvents) and/or measures and equipment for emergency response; and
(5) If necessary, follow-up practices to limit the damage suffered the District or the environment.
