Regular meetings of the Common Council shall be held on the second and fourth Monday of each month during the year. These regular meetings may be adjourned at the pleasure of the Common Council and the adjourned meetings shall have the force and effect of regular meetings. The meetings of the Common Council shall begin at 6:00 p.m.
