(A) The President, with the approval of the majority of the Common Council, shall appoint all standing and special committees. The standing committees shall consist of the following: City Plan, Economic Development and Finance.
(B) Whenever a matter pertaining to an individual district is referred to any standing or special committee, the Council member from the Councilmanic district affected, if not a member of that standing or special committee, shall become a member of that standing or special committee for the purposes of considering the matter pending before the committee concerning his or her district.
