The Common Council finds that vandalism in the city's cemeteries may be reduced if they are required to post hours and, after closing hours, they should close and lock gates. Any person, other than an employee, who is present in such a cemetery during hours in which it is closed shall be subject to a penalty for violation of a city ordinance.
