The inspection provided for in this subchapter to be made by the Sealer of Weights and Measures shall be conclusive both upon the gas company owning the meter, and the consumer in or on whose premises the meter was installed. The amount of gas flowing through the meter for a period of 6 months before the close of the month in which the meter is inspected, shall be adjudged to be, as if the meter were, during the 6 months, in the same condition as it was at the time the inspection was made.
