The Sealer of Weights and Measures shall from time to time make tests of the quality of illuminating gas furnished by persons engaged in the business of furnishing and supplying gas to consumers in the city, and he or she shall communicate to the Common Council the result of these tests. If, at any time, he or she shall discover that the quality of gas being furnished or supplied to the city or to any consumer by any person engaged in the business of furnishing or supplying gas is below the standard required by the provisions of this subchapter, other ordinances of the city, or state law, he or she shall forthwith report this fact to the Board of Public Works and Safety with the records of the tests made by him or her.
