§ 32.08 COMMISSARY PROGRAM.
   (A)   There is hereby created and established by the Common Council a Hammond City Jail Commissary Program.
   (B)   The Commissary Program will exist and operate out of the Hammond City Jail. It shall be governed by written Police Department policies and procedures and operated by a contract commissary service.
   (C)   A separate Jail Commissary Fund shall be established which shall be separate from the General Fund. Money in the Commissary Fund does not revert to the General Fund.
