§ 30.09 PROCEDURE FOR RENAMING STREETS AND NEIGHBORHOODS.
   (A)   The Common Council shall have the authority to rename any street, neighborhood or other part of the city by ordinance. No federal, county. township, state and private road or property located in the city shall be renamed without the consent of the owner. Prior to the adoption of any such ordinance, the Common Council shall conduct a public hearing and permit all persons affected to state their positions orally or in writing. Honorary names for streets shall not affect legal addresses. Before renaming any street, the Common Council shall give due consideration to any financial burden on any homeowner or business or any confusion created by such renaming.
   (B)   It shall be the policy of Common Council that, except for police, fire, military persons and elected officials not to consider renaming any street, neighborhood or area for any deceased individual unless the honored individual has been deceased four or more years.
