For a period of 180 days (“moratorium period”) from the effective date of this chapter or until new land use regulations governing the location of adult entertainment uses take effect, whichever is sooner, no required city license or use permit or building permit applied for during the moratorium period shall be accepted or issued for any adult entertainment establishment.
