§ 161.01 FINDINGS; PURPOSE.
   The City Council finds that adult entertainment establishments may be associated with prostitution, disruptive conduct and other criminal activity which may threaten the quality of life in the city’s commercial and residential neighborhoods and may generally constitute a threat to the public health, safety and welfare. These conditions necessitate enactment of a moratorium on the acceptance or issuance of licenses or use permits or building permits for such businesses, while the City Council considers the feasibility and advisability of “time, manner, place” restrictions.
