For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ALTERATION. Any material change in the external architectural features of any historic landmark or historic structure within an historic district.
COMMISSION. The Hammond Historic Preservation Commission. The Commission shall function as a historic district board of review for the city as defined in I.C. 36-7-11.
DEMOLITION. The substantial deterioration or complete or substantial removal or destruction of any historic landmark or any historic structure located within a historic district.
HISTORIC DISTRICT. A geographically definable area possessing a significant concentration of architecturally and/or historically significant buildings, structures, objects, spaces or sites which have been designated by ordinance by the Common Council and meets 1 or more of the criteria as listed in The Official Guide-lines and Standards of the Hammond Historic Preservation Commission. At time of designation, the district shall have guide-lines applied to it for the purpose of maintaining a particular level of preservation.

HISTORIC DISTRICT at the time of its designation - conservation, rehabilitation or restoration. The selection will be based upon the quality and integrity of the architecture and environment in the district, the goals of the existing neighborhood organization, and the goals of the Hammond Historic Preservation Commission.
(2) Either at the Commission’s request or at the request of a majority of property owners of a designated historic district, the Commission may consider changing that district’s guidelines. Before the guidelines are officially changed, the Commission must give notice of this action as outlined in § 159.05(G).
HISTORIC LANDMARK. An architecturally and/or historically significant building, structure, object, space, or site which is limited to the boundaries of a single property which have been designated by ordinance by the Common Council and meets 1 or more of the criteria as listed in The Official Guidelines and Standards of the Hammond Historic Preservation Commission.
PRIMARY AREA OF AN HISTORIC DISTRICT. That portion of an historic district, which, in the determination of the Historic Preservation Commission, contains substantial architecturally and historically significant structures, which structures are substantially deserving of preservation and protection, and where the residents of that portion of the district are most interested in and most willing to cooperate with the Commission toward full and complete historic preservation.
