A special committee to be known as the Scholarship Committee shall be established.
(A) The President of the Common Council shall annually appoint 3 members to the Scholarship Committee.
(B) The Committee shall meet immediately after the effective date of this subchapter to establish the guidelines for the year 2000 and thereafter shall meet annually in December to establish the amount of income available for distribution as scholarships for the following year and to review the criterion utilized for distribution.
(C) The Committee shall report its recommendations to the Common Council at the first regular meeting of the Common Council after the effective date of this subchapter and thereafter at the first regular meeting of the Common Council the following January and the Common Council shall by roll call vote approve the recommendations.
