A bona-fide owner of a residence desiring to install, remodel or repair the plumbing system within his or her premises shall comply with all the laws, rules and regulations of this chapter and in this event the word “owner” shall be substituted for the word “plumber”. The owner shall secure all the necessary plumbing permits and shall comply with all regulations of the Water Department.
