When any contact is signed for professional or personal services, the contract must identify the line item or items of any appropriations from which the contract may be paid. The contract shall be accompanied by a certification from the City Controller that sufficient funds are available and shall be encumbered in accordance with I.C. 36-4-8-12, that the contract does not obligate the city to any extent beyond the amount of money available in the appropriations for the line items identified in the contract.
