In accordance with I.C. 36-4-8-7, claims submitted for professional or personal services performed under contract within a department of the city shall be submitted with documentation of the number of hours, or fractions thereof, which have been performed, and a description of the date and full description and itemization of all of the services rendered. These claims and itemizations shall, before submission to the City Controller and the Common Council, be approved by each department head from whose department budget line item or items any part of the claim is to be paid.
