(A) A permit or permits to do the work above- described must be obtained from the Building Commissioner of the city. Before a permit is issued, a diagram of the premises and an estimate of type of heating system to be used, and sufficient information showing that all provisions of the code are being complied with, including the details of the mechanical devices for moving of forced warm air, wet heat and/or central air conditioning systems, shall be filed with the Building Commissioner. Permission to install shall not in any manner constitute an approval if the installation of the same until after inspection of same has been made to the satisfaction of the Building Commissioner.
(B) Prior to issuing a permit to homeowners and landlords, the Building Commission shall satisfy himself or herself that the applicant is competent to perform the work for which the permit is requested.
(C) All applicants for a permit for the installation of, or major repair to, a new central heating or central air conditioning unit shall also obtain an electrical permit before works begins.
