(A) It shall be unlawful for any person to replace, install or to make substantial repair to any forced heating, wet heat, central air conditioning units or appurtenances thereto within the city without first obtaining a permit.
(B) This subchapter shall apply to homeowners performing work at occupied residences and shall also apply to landlords performing work on leased premises.
