(A) The Mayor and City Controller are directed to submit to the Common Council no later than the first regularly scheduled meeting of the month of each July the following.
(1) The Mayor’s schedule of salaries of all appointed officers, deputies, and other employees of the city pursuant to I.C. 36-4-7;
(2) The report of budget estimates pursuant to I.C. 36-4-7; and
(3) Proposed forms of a salary ordinance, an ordinance fixing the rate of taxation for the ensuing budget year and an ordinance making appropriations for the estimated department budgets and other city purposes for the ensuing budget year, all pursuant to I.C. 36-4-7.
(B) After the end of each calendar year and as soon as practicable thereafter, but in any event no later than the first regularly scheduled meeting of the Common Council of each July, the City Controller shall prepare for the Common Council a detailed report listing by each department and line item, a listing of actual expenditures made in the preceding calendar year and a complete listing of the actual receipts received by the city.
(C) No monies received under any federal, state or other grants, may be expended except upon appropriation by the Common Council.
(D) The effective date of this section is January 1, 1985.
