(A) There shall not be filed any application for federal or state grant monies or assistance of any type from and after August 27, 1984, unless the Common Council has consented to or approved the grant applications.
(B) Neither the Mayor nor any other officer or employee of the city is authorized to execute any grant applications or other grant documents except if the execution is first consented to or authorized by the Common Council.
