Under the provisions of I.C. 36-10-3-1 et seq., monies collected for this special non-reverting operating fund shall be deposited at least once a month with the Controller for the city, and money from the Fund may be disbursed only upon appropriation by the Common Council and approval of claims allowed and signed by the President and Secretary of the Board of Park Commissioners.
