Under the provisions of I.C. 36-10-3-1 et seq., there is hereby established a special non-reverting operating fund created from monies and fees procured from park and recreation activities as established and directed by the Board of Park Commissioners of the city, and all such fees shall be deposited with the Controller of the city, as required by I.C. 36-10-3-22.
