All of the proceeds allotted to the city in accordance with the provisions of I.C. 6-7-1-30.1 shall be deposited in the Cumulative Capital Improvement Fund in lieu of being deposited into the General Fund. No part of these funds shall revert to the General Fund and all funds deposited therein shall be appropriated and used solely for capital improvements of the city.
