§ 152.06 LEAVING LAND UNPROTECTED FROM WIND.
   (A)   It shall be unlawful for any person as owner, tenant or occupier to dig, strip or remove the top soil from any land within this city so as to leave the subsoil or any sand upon the land exposed and unprotected from the wind.
   (B)   It shall be unlawful for any person as owner, tenant or occupier of any land within this city to keep and maintain his or her land so that loose sand, subsoil or other material is left exposed to the wind and allowed to blow on any adjacent street or highway or on the property of another.
