(A) After an excavating permit is granted by the Board of Public Works and Safety, the permit shall not become effective unless a public hearing is held by the Common Council and until the permit is ratified by the Council.
(B) Prior to this public hearing concerning the permit ratification by the Council, it shall be required to publish a notice of public hearing in the 2 city newspapers with the largest reader circulation. The published notice of the public hearing should be published once a week for 2 consecutive weeks.
