All diagonal streets bearing from zero degrees to 45 degrees inclusive from north to east, north to west, south to east, and south to west shall be considered as north and south streets. All other diagonal streets having a bearing of more than 45 degrees from north to east, north to west, south to east, and south to west shall be considered as east and west streets.
