In the system of numbering required by this subchapter, all even numbers shall be assigned to the west side of the streets, avenues, alleys and highways in the city, and all odd numbers shall be assigned to the east side thereof. Even numbers shall be assigned to the south side of all east and west streets, avenues, alleys and highways, and odd numbers shall be assigned to the north side thereof.
