Upon application by any person for authority to construct a pipeline within the city, the applicant shall pay to the city a fee of $1 per lineal foot of the pipeline sought to be constructed within the city. This fee shall be paid to the City Controller prior to the granting of authority to construct the pipeline within the corporate boundaries of the city by the appropriate municipal authority.
