It is hereby declared to be the policy of the city, in the exercise of its police power for the protection of the public safety and for the maintenance of peace and good order, to prohibit the occasion of violence and disorder, and in the furtherance of this policy to prohibit the recruitment, solicitation and organizing of persons to riot or to engage in riotous conduct.
