§ 131.40 POSTING SIGNS; EXCEPTION.
   (A)   No person shall paste, post, print, nail or otherwise attach or fasten any handbill, sign, poster, advertisement or notice of any kind or cause this to be done on any private wall, window, gate, fence, advertising board or signboard, or upon any other private structure or building, unless the person is the owner thereof, without the consent in writing of the owner, lessee or tenant of the wall, window, door, gate, fence, advertising board or signboard.
   (B)   No person carrying on the business of billposting or sign hanging or card or banner tacking shall within the city post or paint or cause to be posted or painted so that it can be seen from the street, alley or other public place of the city, any advertisement containing pictures or illustrations of obscene or immoral character.
   (C)   The provisions of division (A) above shall not be deemed to apply to signs, notices or advertising issued by any court or posted by any public officer in the performance of a public duty.
