§ 131.27 OBSTRUCTING PUBLIC PROPERTY; EXCEPTION.
   It shall be unlawful for any person to encumber or obstruct any street, alley, sidewalk, public ground or building in the city with any carriage, car, truck, cart, box, barrel, lumber, timbers, fire wood, coal or other substance, thing or material whatsoever. However, occupancy of 2 feet of any sidewalk adjoining the buildings used by merchants, shopkeepers and others during the daytime, and any person engaged in building and not occupying more than 1/3 of the street adjoining the parcel of ground on which the building is being constructed shall be permitted and shall not be deemed an encumbrance or obstruction within the meaning of this section.
