It shall be unlawful for any person to use, permit to be used, keep, maintain, or operate in the city any yard, lot, thing, premises or any part thereof for the handling, possession, storage, use or sale of dirt, sand, gravel, slag, or other substances, unless the yard, lot, thing, premises or any part is securely and adequately protected to prevent the blowing of any substances therefrom by the changing winds or the washing or carrying away by rain water into, over or upon the alleys, streets and drains of the city.
