The blowing of dirt, sand, gravel, slag or other substances by the changing winds; and the washing or carrying by rain water into, over or upon private property, or into, over or upon any public street or alley is a detriment to the public health, comfort, convenience and welfare of the citizens of the city and is hereby prohibited and declared to be a public nuisance.
