§ 128.06 PROVISIONS REGARDING OPERATIONS.
   An adult entertainment businesses shall comply with the following:
   (A)   The interior of the premises shall be configured in a manner so that there is no obstructed view of every area of the premises to which any customer is permitted access for any purpose, excluding restrooms.
   (B)   The premises shall include no private booths or rooms for customers.
   (C)   The premises shall be equipped with overhead lighting of sufficient intensity to illuminate every place to which customers are permitted access and an illumination of not less than 2 foot candle as measured at the floor level.
   (D)   No person under 18 years of age may be permitted entry.
   (E)   An attendant shall be stationed at each public entrance at all times of operation to ensure that no person under the age of 18 years be admitted, and to ensure that employees are protected from physical harm by customers while on the premises.
   (F)   All off-street parking areas and premises entries shall be illuminated from dusk to closing hours with a light system which provides an average maintained horizontal illumination of 1 foot candle of light on the parking surface and/or walkways,
   (G)   The business shall comply with all zoning requirements.
   (H)   All live entertainment for customers that includes a performer shall be upon a stage at least 18 inches above floor level, which is separated by a distance of at least 10 feet from the nearest area occupied by a customer.
   (I)   No customer may be permitted within 10 feet of the stage while the stage is occupied by a performer.
   (J)   The premises shall include separate dressing room facilities for female and male performers, and the facilities shall not be occupied or used in any way by any person other than a performer.
   (K)   Access for performers between the stage and the dressing rooms shall be completely separated from the customers. If separate access is not physically feasible, the establishment shall provide a minimum 4 foot wide walk aisle for performers between the dressing room area and the stage, with a railing, fence or other barrier separating the customers and the performers which prevents any physical contact between customers and performers.
   (L)   While on the premises, no performer, during his or her performance or for 2 hours before and after, shall knowingly touch, fondle or caress any, person (except another performer) and no person shall knowingly touch, fondle or caress any performer.
   (M)   No person shall directly pay or give any gratuity to any performer, but a single stationary container for each stage may be located for customers to provide gratuity. A performer may not ask a customer for gratuity.
   (N)   No smoking is permitted on the premises.
   (O)   No services involving specified sexual activities or display of specified anatomical areas shall occur on the premises on Sundays or before 10:00 a.m. Monday through Saturday, nor after 10:00 p.m. Monday through Saturday.
   (P)   All performers will be escorted to their vehicles by an employee, or, if the performer has no vehicle, then to the curtailage of the adult entertainment business, when the performer is ready to leave the premises.
   (Q)   The stage where performers perform shall be cleaned between performances.
   (R)   If a performer also works as a waiter, waitress or bartender at the same adult entertainment business, there shall be a shower on the premises, and a performer shall shower (on or off the premises) and change clothes after performing before serving any customer any food or beverage; and
   (S)   A licensee shall permit representatives of the city to inspect the premises of the adult entertainment business, for the purpose of ensuring compliance with the law, any time it is open for business.
