(A) Pursuant to I.C. 8-10-5 as it may from time to time be amended, there is hereby created a port authority to be known as the Hammond Port Authority, which shall have jurisdiction within and over the entire city.
(B) The Port Authority shall have all the powers conferred upon it by law and in particular by I.C. 8-10-5.
