Upon compliance with the requirements of § 94.02(B), the Plan Commission shall hold a public hearing after giving notice by publication as required by I.C. 5-3-1, and by giving notice by certified mail, return receipt requested, to all property owners whose property abuts the existing street or the platted street or whose property is otherwise located in the subdivision (who are hereafter referred to as “affected property owners”).
