No person shall install any underground wires or cables of any kind in, through, or under any street, sidewalk, alley, right-of-way, city property, or public place in the city for any purpose whatsoever without a permit therefor being first obtained from the City Clerk upon the authorization of the Public Works Director, which permit shall not be issued until the applicant has complied with the provisions of this subchapter in all respects, including a bond and deposit, as required herein. A separate permit shall be obtained for each installation, cut, or excavation made.
