§ 151.39 CONSTRUCTION RULES.
   (A)   All sidewalks shall be constructed, in every respect, in accordance with specifications therefor to be prepared and submitted by the Sidewalk Committee and shall be constructed according to the grade for same as may be provided by ordinance or otherwise for each such sidewalk.
   (B)   Every contractor or builder of walks shall be required to carefully barricade and light same at night, and all travel across the surface of the walk shall be prevented until properly opened for public use, and in hot weather, the surface of the walk should be kept moist at all times until the walk has set thoroughly and has become hard or at least 24 hours.
   (C)   The material used shall be of a first-class quality and in every way suitable for the uses and purposes intended, and all of said work shall be done in a workmanlike manner. Said materials shall be, at all times, open to the inspection of the City Council or to its representative; for the purpose of carrying out the provisions of this subchapter, the Public Works Director is hereby declared to be City Sidewalk Inspector, and it shall be his or her duty to carefully inspect all sidewalks under the process of construction, whether the same shall be built under contract or otherwise.
