§ 131.11 DUMPING OF SEWAGE.
   No person who shall permit or suffer any sanitary sewage, industrial waste, garbage, or refuse to be gathered, discharged, or maintained upon any public street within the city or into any of the storm sewers or other drainage structures upon or adjoining said streets.
