(A) Fire hydrants: tampering. No person except a duly authorized employee of the city or in case of fire or other emergency shall unscrew or, in any other manner, tamper with any fire hydrant in the city.

(B) Fire hydrants: obstructions. No person shall obstruct any fire hydrant or place any material or property near the same or in such manner as to prevent or interfere with the ready access of the Fire Department thereto and the free use thereof nor shall any person drive over any unprotected hose or in any way interfere with the same.
